Plato Group's advisers in East Africa were commissioned to produce a confidential thirty-page report for a senior UN official, examining the national debt crisis facing Kenya ahead of a critical round of IMF negotiations. The report traced the sources of the country's growing public debt over the past decade, setting out the burden held both domestically and externally.
It went on to assess the state of bilateral IMF negotiations and the most likely scenarios from the next round of discussions, alongside the political environment shaping difficult economic policymaking in Kenya.
